A Partnership Built on National Infrastructure

SCPT Mobile is being developed as a joint initiative between Palm Leaf Partners and the Société Congolaise des Postes et Télécommunications (SCPT) — the DRC's national postal and telecommunications authority. The program is subject to ARPTC (the DRC's telecommunications regulator) licensing and to the Definitive Agreement with SCPT. The intent is to transform post offices into full-service cellular storefronts and to bring modern carrier-grade mobile retail to every corner of the Congo, backed by the trust and reach of a national institution.

The Post Office as the Nation's Cell Phone Store

In the United States, T-Mobile, Verizon, and AT&T operate thousands of retail stores where citizens can walk in, choose a device, select a plan, and walk out connected. The DRC deserves the same. SCPT Mobile delivers exactly that — through the most trusted and widely distributed network of public buildings in the country: the post office.

Every one of the 100 post offices modernized under the Palm Leaf Partners program becomes a full-service SCPT Mobile storefront — staffed, stocked with smartphones, and equipped to activate service, process payments, and provide ongoing customer support in French, Lingala, Swahili, and local languages.
